DIFFERENT RIGHTS HOLDER. RMK is not the Land Board, and its redistribution terms are\n     still unconfirmed. Bundled into estonia_topo, withdrawing 4 MB of RMK content would\n     mean rebuilding and redeploying a 400 MB archive. Separate, it is simply not deployed.\n  2. DIFFERENT CADENCE AND DELIVERY. Fetched from a WFS in three seconds, not extracted\n     from a 1.3 GB quarterly zip. It can be refreshed on its own rhythm.\n  3. OPTIONALITY.
